The latter includes all the ideas found in the Good Samaritan or providing mercy to a captured enemy. It is why Christians like Father Damien or Dr. Kent Brantly risked their own lives to help strangers and non-Christians. If your enemy attacks you, turning the other cheek is the most stupid thing to do... victim attitude. It is better to run away or at least defend yourself. Turning the other cheek to people like Osama Bin Laden is nuts.
